This is one of only few set of 1899 $1 Silver Certificates that have the "Hand Set" Serial numbers of V999999999A and V10000000A. These rare sets were made by the BEP as Presentation Sets for Foreign Heads of State and US Dignitaries.
They were hand set individually and printed. The solid 9s alone, depending on condition sell in auctions for $30,000 to $35,000 each. The 100,000,000 million note is rarely seen for sale alone.
I've owned this set rare twice. It was part of the famous "Zollie Kelman" collection of Black Eagles that I purchased in Memphis in a private sale a few years back. I repurchased it again in a Lyn Knight Chicago Auction several years ago for over $62,000 plus the juice. You can look it up. Its there for all to see.

The Zollie Kelman Collection consisted of 86 Black Eagles that come in various serialized sets. These Presentation Notes were generally issued to Heads of State or Foreign Dignitaries as gifts by the US Treasury Department on behalf of the United States government. These Black eagles were never released to the general public for circulation. Zollie Kelman was the 3rd owner of this Black Eagle collection and now Jhon E Cash is the fourth owner.
